Republican Philip Foust is Running for Marion County Prosecutor
Yesterday, former Marion County deputy prosecutor, Harvard-educated attorney, and current Speedway Clerk-Treasurer Philip Foust filed to run for Marion County Prosecutor, pledging to restore law and order in Indianapolis.
“For too long, Prosecutor Mears has lost sight of his most basic responsibilities: justice and public safety,” Foust said. “The law is not being enforced, criminals are facing fewer consequences, and victims are paying the price. That has to change.”
Foust previously served as a Marion County deputy prosecutor, where he handled cases ranging from juvenile offenses to murder. He worked under two Democrat prosecutors, Terry Curry and Ryan Mears, giving him firsthand insight into how the office operates and how dramatically it has drifted from its core mission.
Philip was raised in Pike Township by his single mother, who instilled in him the importance of integrity, service, and excellence. He graduated from IUPUI and earned his law degree from Harvard Law School before launching his career in Chicago, where he handled complex investigations and high-stakes litigation.
He later returned to serve as a Marion County deputy prosecutor, where he saw the consequences of weak prosecutorial decisions. Foust and his wife, Christi, whom he met while both were deputy prosecutors, are raising their three children in Speedway.
In January 2023, Foust was selected by a caucus of Republican precinct committee members to complete the term of Speedway Clerk-Treasurer, and later that year Speedway voters elected him to a full term. As Clerk-Treasurer, Foust serves as the town’s chief financial officer, overseeing a multimillion-dollar budget and delivering responsible, disciplined management of taxpayer dollars.

Hogsett’s “Culture of Corruption” Only Grows
Last week, a joint report by Indy Star and Mirror Indy exposed how Mayor Joe Hogsett’s allies routinely benefited from no-bid city contracts––a practice he criticized and promised to reduce.
On the campaign trail in 2015, Hogsett said no-bid contracts should “never be the default.” Yet the record shows the opposite.
Since 2017, Hogsett has awarded $1.5 million in contracts to vendors without a competitive bidding process.
Since 2020, an additional $5 million in no-bid legal contracts went to former senior Hogsett advisers after they left city government and joined major law firms.
Many of the beneficiaries are top campaign donors and close political insiders.
What do you, the Indianapolis taxpayer, get in return? Vacant, decaying public buildings like Old City Hall and City Market. These developmental stalemates have dragged on while taxpayer dollars circulate among consultants, lawyers, and politically connected developers.
TLDR: Indianapolis’ progress has been undermined by a pattern of insider decision-making under the Hogsett administration. City-County Council Democrats, including former Council President Vop Osili, had opportunities to exercise oversight and chose not to act. Their silence makes them complicit.

TLDR: Mayor Hogsett cannot provide Indianapolis the leadership it deserves. He cuts insider deals to benefit his friends and allies. He breaks campaign promises. He allows city buildings to sit vacant for decades––Just to name a few.
